Driver Bob Stanton at the 2014 Mid-America Trucking Show, where his Truckers for a Cause sleep-apnea support group conducted apnea risk screenings.

As a Chicago-area-based trucker and Truckers for a Cause advocate for drivers around health and wellness issues (particularly, as I’ve written before, centered around the “administrative malarkey” many have dealt with around sleep apnea and medical certification), Bob Stanton brought a perspective to the “Beyond Compliance” listening session FMCSA held yesterday at the CVSA Workshop event in Chicago. As some of the critics of FMCSA’s recently released proposal, detailing how the agency might handle institution of a Beyond Compliance eighth CSA BASIC category, Stanton’s proposals work under the assumption that the program might better actually be used as a credit system within the existing seven BASICs.

All three of his distinct proposals — having to do with voluntary sleep apnea testing, use of anti-idling equipment, and carriers’ allowance for refrigeration equipment in companny drivers’ trucks — as presented would work as a credit in the Driver Fitness BASIC of the current CSA SMS. He details them all in audio from the session you can hear below. At the beginning the “ANPRM” (Advance Notice of Proposed Rulemaking) he refers to is the information-collection effort FMCSA’s conducting now related to a potential sleep apnea rulemaking.
