The national average retail price of a gallon of diesel jumped again this week, rising to its highest level in 18 months, according to the U.S. Energy Information Administration. Pennsylvania ends truck idling exemption

Pennsylvania has stopped its idling exemption for trucks during federally mandated operator rest periods. Before May 1, trucks were exempt from the idling restriction under a 2008 state law covering idling of diesel-powered motor vehicles, the Pennsylvania Department of Environmental Protection said in a statement. Meanwhile, the state legislature is meeting in a special session to discuss ways to make up a $470 million shortfall in transportation funding.
