Clapp Confirmed as FMCSA Head

Joseph M. Clapp was sworn in Oct. 3 as administrator of the Federal Motor Carrier Safety Administration. The agency had been under interim leadership since it was established in January 2000 by the Motor Carrier Safety Improvement Act of 1999.

Clapp, most recently chairman of Roadway Services Inc., brings nearly 40 years of trucking experience to the job. He joined Roadway Express in 1967 and was named chairman and CEO in 1987. His experience also includes chairing the Transportation Research Board of the National Academy of Sciences, serving on the Federal Highway Research Coordinating Committee, and leading the American Trucking Associations’ Common Carrier Conference.
