FMCSA sets Feb. 17 HOS listening session

Updated Feb 1, 2011

The Federal Motor Carrier Safety Administration’s Feb. 17 listening session on its hours-of-service proposal will be a live web broadcast, immediately followed by agency officials taking comments and answering questions online.

The public can attend the 9 a.m. Eastern time Arlington, Va., meeting at the Crowne Plaza Washington National Airport Hotel or participate by Internet or telephone. Speakers’ remarks are limited to 5 minutes. The webcast will include the online comments and questions, set for noon to midnight.

Public comment will be transcribed and placed in the rulemaking docket for FMCSA’s consideration, including the on-line comment and question session. The agency will post more information on how to participate at www.fmcsa.dot.gov/rulesregulations/topics/hos/HOS-Listening-Sessions.

The FMCSA’s goal is to gather comments, ideas and data as it analyzes responses to its Dec. 23 HOS proposal. It is seeking information, in writing or verbally on:

  • Detailed data on fatigue and safety differences between the 10th and 11th

hours of driving.

  • Whether its approach to estimating total time-on-task function is reasonable given the lack of good data.
  • If the agency’s methodology for evaluating cumulative fatigue’s impact on driving performance is reasonable and further data on the effects of cumulative fatigue.
  • Work patterns of night drivers.

The meeting notice, to be published in the Jan. 31 Federal Register, may be read
