New California laws require smog check for trucks, accelerate move away from diesel trucks
Two bills signed into law last week by California Gov. Gavin Newsom will further crack down on heavy-duty diesel trucks in the state. One law establishes “smog checks” for trucks to register and/or operate in the state, while the other is designed to accelerate the move away from diesel-powered trucks to zero emissions vehicles.

A truck driver in California has been convicted of felony assault after being found to have intentionally moved his truck and struck a California Air Resources Board inspector during a roadside inspection. A Mississippi CDL tester was also arrested in a CDL scheme.

A bill introduced in the Calif. Senate would require heavy trucks to undergo more stringent emissions testing before registering or operating in the state.

Two large fleets fined by EPA for California emissions violations
According to EPA, Schneider and Old Dominion “failed to install particulate filters on some of their heavy-duty diesel trucks and failed to verify that trucks they hired for use in California complied with the state rule.” The companies will pay a combined $225,000 in penalties and $575,000 for air filtration upgrades at schools.

After losing legal appeal, CARB is voiding some compliance alternatives added in 2014
The time has expired for legal appeals to save CARB’s 2014-introduced “compliance alternatives” to the engine upgrades and retrofits required by its in-use diesel regs. Emails attempting to clarify the situation have been going out this month to truck owners with CARB-registered trucks still taking advantage of one or more of those alternatives.

Bill to establish $25,000 penalty for operating a CARB-noncompliant glider under consideration in California
The legislation, numbered AB 2364 in the California General Assembly and put forward with support of the state trucking association, moved out of the Committee on Transportation with no dissenting votes on Monday, April 23, with a “do pass” recommendation.

CARB to block DMV registration of pre-2011 trucks starting 2020
The new “health-based requirements” will need to be met before a driver is allowed to register his or her truck through the Department of Motor Vehicles, CARB says. For older vehicles, CARB says they must be either replaced with a 2011 or newer vehicle or repowered with a 2010 or newer engine.
