The provision of the CDL Drug and Alcohol Clearinghouse rule requiring states to query the database for CDL transactions has been delayed until 2023. The mobile Vietnam Veterans Memorial, The Wall That Heals, will once again tour the United States in partnership with the Truckload Carriers Association.

Part of drug/alcohol database rule could be delayed; bulk of rule still slated to take effect in January
The proposal would delay the compliance date for states from Jan. 6, 2020. The January 2020 compliance date would still remain in place for all other requirements of the Clearinghouse rule, including the requirement fleets query the database for all new hires, as well as once a year for all existing drivers.

FMCSA to charge carriers $1.25 per query in new drug and alcohol clearinghouse
Carriers, including small carriers who only employ a few drivers, will have to pay FMCSA $1.25 per query into the looming Drug and Alcohol Clearinghouse, which will compile records of all drivers who have failed or refused a drug or alcohol test.

A federal regulation upping the amount of liability insurance carriers must have is still slated to be published as a proposed rule next month, while the department’s rule to require use of speed limiters on heavy trucks and its Safety Fitness Determination rule are now projected to be published as proposed rules in early 2015.

Driver database rule made official: FMCSA unveils rule to implement drug/alcohol clearinghouse
A proposed rule establishing a database of CDL holders who have failed or refused to take a drug test will soon be published, FMCSA announced Feb. 12. The rule would require carriers to upload positive drug test results and query the database annually and when making new hires.
