High-risk carriers reviewed

The Federal Motor Carrier Safety Administration completed compliance reviews on 82 percent to 91 percent of high-risk carriers under the former SafeStat system during the first three quarters of 2010.

The agency had used SafeStat to measure carrier safety, but replaced it with the Compliance, Safety, Accountability program on Dec. 12. 

Under the 2005 omnibus transportation funding act, FMCSA is required to report regularly on compliance reviews to congressional appropriations and transportation committees.

The agency had conducted nearly 86 percent, or 2,443 reviews on 2,849 high-risk carriers during the quarter ended March 31, 2010, and 1,947, or almost 82 percent, of 2,382 carriers in that category during the period ended June 30. It completed close to 91 percent, or 1,912 reviews, on 2,111 high-risk carriers between July 1 and Sept. 30 of last year.

An additional $2.9 million and 51 positions were requested for fiscal year 2011 for monitoring and enforcement tasks, which equates to 25 full-time equivalent positions. This would allow the positions to handle routine work and safety investigators to focus on their mission.
