A little California dreaming today, folks. A new story in the Riverside-based Press-Enterprise details the low volumes of pre-holiday freight coming through the L.A./Long Beach ports this year, but that’s just one of the state’s many trucking-related problems. The reefer unit and port-serving trucks emissions rules come online at the end of the year, and many fleets and owner-operators are now scrambling to stay in compliance. /ppMy “Ports of Confusion” feature in the October Overdrive details some of the recent history surrounding those regs, including the delay in the reefer rule this summer and rumors that the drayage rule will be delayed (highly unlikely, most sources say). Give it a read here. The upshot is that, as OOIDA’s Joe Rajkovacz noted, if you’re not running in California or at the ports there, the regs in large part won’t make a whole lot of difference in your operation in the near term. The statewide truck and bus rule won’t be enforced for owner-operators and small fleets until 2014. /pp
