Latest Mexican carrier application ready for public comment

mexicoTransportation and Cargo Solutions S de RL de CV (TRACSO) has become the latest Mexican carrier to apply for operating authority in the U.S. under the Federal Motor Carrier Safety Administration’s cross-border pilot program with the country. The agency is accepting public comment through Oct. 10 on the carrier’s application. 

The applicant’s Pre-Authorization Safety Audit says it would use four drivers and seven trucks to operate outside of the commercial border zone. Applicants for the program must pass the PASA and meet other criteria. 

FMCSA said operating authority for TRASCO is pending, as is authority for another carrier applicant, Road Machinery SO SA de CV. If the two applicants gain authority, they would mark the 14th and 15th Mexican carriers participating. 

FMCSA discovered in its vetting process of TRACSO that the carrier had an affiliation not listed on its application with the U.S.-based XIM Enterprises. However, FMCSA said in the notice it determined TRACSO had not established XIM To evade regulations or hide safety problems.

Although TRACSO had some issues with — and developed a plan to address — driver qualification records, records of duty status and cargo securement, the violations did not constitute enough for it to fail the PASA, FMCSA said.  

FMCSA will monitor the carrier via the Safety Measurement System (part of the Compliance, Safety, Accountability program). TRASCO is registered as a hazmat hauler with the Pipeline and Hazardous Materials Safety Agency, but it will not transport hazmat materials in the cross-border program.
