State court ruling puts California’s ability to issue CDLs at risk
A California state court has reportedly ruled that the California DMV must allow some 17,000 non-domiciled CDL holders, whose licenses were set to be revoked, to keep their CDLs, putting the state at risk of losing $160 million and potentially its authority to issue CDLs to anyone.

The Dalilah Law touted by President Trump in his State of the Union address would codify FMCSA's non-domiciled CDL rule into law and would also require "all CDL holders" to recertify that they meet the necessary criteria and more.

President Trump called on Congress to pass the Dalilah Law, named after Dalilah Coleman, who was severely injured in a crash with an illegal immigrant truck driver in 2024.
