The state of California has filed a lawsuit against the U.S. Department of Transportation, Federal Motor Carrier Safety Administration and FMCSA Administrator Derek Barrs over FMCSA's October decision to withhold $40 million in federal funding due to the state's purported lack of enforcement of the federal English language proficiency regulation.
