New York wonât issue ELD citations until state adopts rule
The state of New York has not been issuing citations to carriers or drivers for not using an electronic logging device, the stateâs supreme court confirmed in a decision issued on New Yearâs Eve. Such citations for non-compliance with the ELD mandate will not be issued until the state adopts the U.S. DOTâs ELD rule into its own regulations.

Downward mobility: Owner-operator income after the ELD mandate
The share of owner-operators expecting to tally more than $70,000 in net income for year 2018 was 27 percent smaller than the share that reported the same for 2017 net income, according to Overdriveâs recent surveys. 65 percent overall reported making generally less money since ELDs came into play.

FMCSAâs decision to exempt carriers from Calif. break laws challenged by the Teamsters
FMCSA asserted on Dec. 21 that carriers do not have to provide drivers with the meal and rest breaks dictated by Californiaâs labor code. The Teamsters Union filed a petition days later asking a federal appellate court to reverse FMCSAâs decision.

FMCSA says use of the Stoneridge system eliminates blind spots on both sides of the truck, expands the field of view by an estimated 25 percent, and a trailer panning feature automatically tracks the end of the trailer to keep it in view when the truck is moving forward.

UCR fees dip again in 2019, registration open until April 1
For carriers with one or two trucks, the 2019 fee will be $62. In 2020, that fee will climb to $68. However, thatâs still less than 2010-2018 fees.

Spot market data show how dramatically average haul lengths have changed since 2012. The numbers here are based on averages calculated from loads compiled in DATâs RateView service, which aggregates data on freight actually hauled, with a generally larger decline for reefer than flat or dry van.

Carriers, drivers exempt from California break laws, FMCSA rules
In a significant decision that rebukes a major 2014 ruling by a federal court, the Federal Motor Carrier Safety Administration has said that carriers do not have to comply with California laws requiring employers to provide workers with regular meal breaks and paid rest breaks.

Arkansas-licensed driver Jeffrey Scott Mitchell was issued an imminent hazard out-of-service order on Dec. 14, forbidding him to operate a commercial motor vehicle. In five separate roadside inspections, he was arrested for being either under the influence or in possession of a Schedule I drug.
