DOT withdraws rule to set sleep apnea screening criteria for truckers
A sleep apnea rule would give clarity to medical examiners, carrier employers and drivers themselves about what criteria or combination of criteria would prompt a driver to be referred for an in-lab apnea test. The agency’s withdrawal of the rule preserves the status quo.

New FMCSA guidance allows states to accept commercial learner’s permit applications from any out-of-state drivers
The guidance issued this week is in line with FMCSA’s final rule issued Oct. 13, 2016, that amended CDL regulations to ease the transition of military personnel into the trucking industry. Previously, states could only accept out-of-state applications from military personnel, but the new guidance applies to all drivers.

Arizona DOT to add weigh station bypass sensors at seven port of entry locations
Truckers will be required to use the Drivewyze mobile app or ELD app to get a bypass. ADOT says some trucks will be selected at random for inspections, and registered trucks that are overweight or have paperwork issues will be instructed to stop for inspection.

A shot in the arm for fixing CSA
The added weight of an objective party is welcome, especially knowing it gives Congress a clear vision of CSA problems. FMCSA has made relatively superficial changes – slowly – to CSA. It’s a shame it’s taken so many voices to repeat the call that change needs to be faster and more substantive.

FMCSA extended an emergency declaration in the Dakotas due to severe drought conditions, thus extending an hours-of-service regulations suspension in the state. North Carolina also suspended hours regulations due to a power outage on the Outer Banks.
