Railroad companies seek hours reprieve for drivers responding to emergencies
The companies say the employees who would be covered by the exemption clear derailed or disabled trains or debris blocking tracks or railroad rights-of-way when they respond to unplanned events that affect interstate commerce, service, or the safety of railway operations.

Fireworks haulers get ELD waiver for Independence Day period
In its decision to grant the exemption, FMCSA says the 11-day exemption would not negatively impact safety. The agency also says it conducted “a comprehensive investigation of the safety performance history” of the 53 companies the exemption would cover.

The Federal Motor Carrier Safety Administration will soon allow states to issue commercial learner’s permits for up to one year instead of the current six-month limit with the option to renew the permit for another six months.

By opening this investigation, the agency’s inspector general now has two active investigations into studies regarding glider kit emissions. The new probe will investigate the EPA’s use of a maligned study produced by Tennessee Tech that has been deemed flawed by the college.

Hours of service proposal could come by end of March
Signs point to a decision on whether to move forward with hours change from FMCSA sooner than later — by Spring, regulators said during a call with owner-operators put together by Scott Reed and Scott Jordan of the Independent Carrier Group covering hours, the ELD mandate and exemptions, training and enforcement topics.

The FMCSA’s change to its guidance on the pre-2000 model year exemption to the ELD mandate — when the agency specified the engine year instead of the chassis year as the determining factor — sealed the deal for owner-operator Scott Hampton in his plans to do a $75K custom-restoration of his 2000 Peterbilt 379.

The U.S. EPA on Tuesday announced plans to explore overhauling emissions regulations for heavy-duty trucks and engines, aiming for greater simplicity of emissions regulations and national uniformity of such regs, said EPA Acting Administrator, Andrew Wheeler.
