A sleeper berth in the bed of a pickup do not meet the access, location, exit, communication or occupant constraint requirements in the Federal Motor Carrier Safety Regulations (FMCSRs). Castignoli Enterprises argues that because he is a solo owner-operator, these requirements are not applicable to his operation.

FMCSA grants waiver to help hurricane-displaced Puerto Ricans obtain CDLs
FMCSA has issued a 90-day waiver from proof of U.S. citizenship or legal permanent residence and domicile requirements for Puerto Rican citizens relocating to the U.S. in the aftermath of hurricanes Irma and Maria. The agency is also seeking comments on a longer exemption with the same terms.
