In its decision to grant the exemption, FMCSA says the 11-day exemption would not negatively impact safety. The agency also says it conducted âa comprehensive investigation of the safety performance historyâ of the 53 companies the exemption would cover.

Study: Under ELDs, crash rates flat but unsafe driving violations are up
A group of researchers this month issued a report on the effects of the electronic logging device mandate, and they reached two main conclusions: The use of ELDs has not reduced the rate of truck crashes, but it has increased the frequency of speeding violations, particularly among the small carrier segment.

New York wonât issue ELD citations until state adopts rule
The state of New York has not been issuing citations to carriers or drivers for not using an electronic logging device, the stateâs supreme court confirmed in a decision issued on New Yearâs Eve. Such citations for non-compliance with the ELD mandate will not be issued until the state adopts the U.S. DOTâs ELD rule into its own regulations.

Downward mobility: Owner-operator income after the ELD mandate
The share of owner-operators expecting to tally more than $70,000 in net income for year 2018 was 27 percent smaller than the share that reported the same for 2017 net income, according to Overdriveâs recent surveys. 65 percent overall reported making generally less money since ELDs came into play.

Freightâs drift toward greater regionalization: Average length of haul on the spot market
Spot market data show how dramatically average haul lengths have changed since 2012. The numbers here are based on averages calculated from loads compiled in DATâs RateView service, which aggregates data on freight actually hauled, with a generally larger decline for reefer than flat or dry van.

ATRI looking to create database of ELD data, soliciting participants
The American Transportation Research Institute, a non-profit research arm of ATA, announced Wednesday it is looking for fleets and owner-operators to share logging data from their ELDs in hopes of creating a database. The group says the data will be kept anonymous.
