FMCSA grants 30-minute break exemption to certain concrete pump drivers
The exemption requests stated pump operators take breaks throughout the day, so the extra 30-minute break is unnecessary. Additionally, ACPA said in the request that concrete pump drivers only drive approximately 25 to 32 percent of their shift, and average less than 20 to 25 miles each day.

Any carriers delivering home and business heating fuels in New Hampshire and Maine are exempt from hours-of-service regulations, per emergency declarations in each state.

Winter storm prompts hours suspension for certain truckers in Oklahoma
The emergency declaration was issued Thursday, Jan. 12, and is effective through Feb. 11. The declaration says direct assistance only applies to the “restoration of essential services” such as electrical, sewer, water and telecommunications, and for essential supplies such as feed, food and fuel.

34-hour restart clarification misses another funding bill
Congress passed Wednesday a short-term spending bill to keep the government funded through Dec. 9. Though the stopgap spending law wards off a government shutdown, the bill did not include a provision to clarify the future of hours of service rules pertaining to truckers’ use of a 34-hour restart.

Hours reform left out of Senate bill, 34-hour restart future still uncertain
Reports indicated lawmakers would use the bill to fix a “legislative glitch” initiated last December that could remove the 34-hour restart from hours-of-service regulations, meaning truckers could not use a restart if they wanted. But the Senate bill, made public Thursday, includes no such fix.
