If granted, the exemption would include only such situated carriers who “do not have a Carrier Safety Rating of ‘Unsatisfactory,’ and can document a proven history of safety performance with no attributable at-fault crashes,'”

FMCSA delays ELD compliance for ag haulers for 90 days
Truckers hauling agriculture loads and livestock will receive an additional 90 days to comply with the U.S. DOT’s electronic logging device mandate, the Federal Motor Carrier Safety Administration announced Monday. The waiver gives such haulers until mid-March to adopt an ELD.

No points against CSA score for ELD violation during phase-in period
Drivers who receive a violation for having no ELD between Dec. 18 and April 1 will not have points recorded against them in the Compliance, Safety, Accountability carrier scoring system, safety officials said today at a public hearing in Birmingham, Ala.

KeepTruckin’s petition has a goal of garnering 10,000 signatures, and it believes their data shows hard evidence of the hurry-up effect of undue dock delays. It could provide evidence of “race-the-clock” dynamics many operators have long suspected as part-and-parcel of the 14-hour rule/ELD/dock-delay combination.

The Texas representative who has been the principal sponsor of the H.R. 3282 ELD Extension Act of 2017 two-year ELD mandate delay has written a letter requesting President Trump issue an executive order to delay the December 18 mandate enforcement deadline at least until April Fool’s Day next year.

In sum, 1,982 carriers were surveyed, with most of the survey respondents running 40 trucks or fewer. Of the 156 carriers operating between 1 and 5 trucks, 93 (60 percent) have yet to adopt ELDs.

Intrastate ELD mandates: California enforcement deadline likely to be late 2020, Oregon this year
California is planning to seek an intrastate adoption of the electronic logging device mandate that is likely to impose a deadline of December 31, 2020, for intrastate carriers. Oregon will enforce on the federal timeline Dec. 18 this year.
