A new bill would ban commercial vehicle drivers operating in Arkansas who aren't U.S. citizens or who do not hold a valid U.S. CDL, impounding the trucks and hitting individual drivers with $5,000 fines and fleets with double that.

New legislation would repeal the Phase 3 greenhouse gas emissions regs on heavy-duty trucks and replace them with new standards. It would also end state-by-state emissions standards and do away with new and existing Clean Air Act waivers.
