Four among the top 5 best state DOTs singled out for impressive highway quality by truckers in Overdrive's Highway Report Card won't exactly preach to other states. But an implied message emerges: Maintain the roads you have, engage with truckers and your state legislative leaders, and long-term benefits will flow.
