Hours reforms process swirling, ATRI and Trucker Nation push sleep studies to back 14-hour flexibility
ATRI has released results of a study that ATRI says lends strong credence to allowing drivers to break up their 10-hour off-duty period (and, thus, their 14-hour on-duty period) into segments. Likewise, Trucker Nation says it leaned on sleep studies to support its proposal to allow drivers to use the same type of split-sleeper flexibility.

Congress could act to hasten hours of service changes, revive ācarrier hiring standardsā provision
The amendment would allow FMCSA to proceed directly to issuing a proposed rule on any changes to hours of service regulations, rather than having to publish an Advanced Notice of a Proposed Rulemaking first, as dictated by federal law. If passed, the amendment would be good for two years from the date of enactment of the bill, meaning FMCSA could skip the ANPRM stage for any hours reforms sought in that time frame.

Bill in Congress would allow drivers to pause 14-hour clock for up to three hours
A bill filed in the U.S. House Thursday by Rep. Brian Babin (R-Texas) would allow drivers to take one break per day ā of up to three hours ā that does not count against their 14-hour on-duty allotment. The bill mirrors a petition filed by the Owner-Operator Independent Drivers Association last month, calling for a pause button for driversā daily 14-hour clock of up to three hours and the removal of the mandatory 30-minute break required by current hours regs.

The Owner-Operator Independent Drivers Association has filed a petition with the Federal Motor Carrier Safety Administration asking the agency to allow drivers to pause their 14-hour daily clock for up to three straight hours and to nix the 30-minute rest break required by current hours regs.

DOT surveying truckers on personal vehicle commute times
FMCSA has announced intentions to survey drivers about the time they spend commuting in their personal vehicles, seeking to determine how often truckersā commutes to their driving jobs exceed 2 and a half hours. The agency also says it intends to study the ramifications of āexcessive commuting on safety and driver fatigueā after the surveyās completion.

FMCSA proposes altering personal conveyance guidelines as ELD mandate arrives
The key change to the personal conveyance guidance is the removal of the requirement that trucks be unladen to be used for personal conveyance. FMCSA says the change is mostly meant to allow straight truck drivers the opportunity to use their truck, even if it is laden with work- or load-related materials or tools, for personal use.
