Congress passes spending bill exempting livestock haulers from ELDs until October
Both chambers of Congress on Thursday passed a $1.3 trillion spending bill that allows livestock haulers to run without electronic logging devices through the end of September. The bill has now been sent to the White House for President Trump’s signature, who has threatened to veto the bill.

Group seeks ELD compliance waiver on short-term rental trucks through end of year
TRALA says its 90-day waiver isn’t sufficient to address the ELD issues that have arisen with short-term rentals. The group says when fleets rent trucks to meet short-term demands, the ELD platform a fleet uses is often times different from the ELD platform in a rental truck.

The exemption, if granted, would apply to small businesses (those with up to $27.5 million a year in revenue) who have no at-fault crashes on their record and who have a “Satisfactory” or “Conditional” safety rating. The comment period closes Thursday, Feb. 1, at 11:59 p.m. Eastern time.
