Intrastate ELD mandates: California enforcement deadline likely to be late 2020, Oregon this year
California is planning to seek an intrastate adoption of the electronic logging device mandate that is likely to impose a deadline of December 31, 2020, for intrastate carriers. Oregon will enforce on the federal timeline Dec. 18 this year.

Pacific Northwest wildfires prompt HOS suspensions, highway closures
Oregon and Washington have issued emergency declarations, suspending hours of service regulations for some truckers providing emergency relief and hauling supplies to the states due to wildfires. Several highways, including a section of I-84, have been closed because of the fires.

OOIDA petitions FMCSA to withhold federal funding from 20 states for enforcement, including ELDs
The petition singles out 26 states that haven’t as yet adopted the ELD mandate, while 20 of those are out of compliance with fed regs adoption rules in general, OOIDA says. The MCSAP program granted more than $65 million in funding to those 20 states last year.

Since Overdrive’s CSA’s Data Trail series began with analysis of the 2011-12 period in 2013, when there were just three states above the 20 percent mark for hours violations, there have never been as many states above that mark than today. For this year, Arkansas, Wyoming top the list.
