Minnesota aims at moving targets
Some rehabilitation of Minnesota’s reputation — in the wake of the state’s notorious “fatigue checklist,” judged a violation of truckers’ Fourth Amendment rights in 2011 — is on offer via truckers’ anecdotes and data on its enforcement program, with a shift toward mobile traffic enforcement and, perhaps, a willingness of officers to credit professionalism where it’s due.

A view on the rise in clean inspections, from a state where they’re fairly uncommon
In our annual CSA’s Data Trail analysis, Indiana state ranks 10th this year in clean inspections, with less than a third of their total inspections having come out entirely violation-free over the course of calendar year 2016. But look at improvement in truckers’ favor in that metric, and you’ll see that Indiana is one of just a few states that improved in that particular metric by more than 50 percent over the preceding year.

A silver lining: Clean inspections on the rise
In Overdrive’s annual CSA’s Data Trail update, after a few years of decline in the totals overall, inspections increased by more than 4 percent. Fortunately for operators, those additional thousands of inspections can be attributed in part to an influx of inspections that contained no violation.

Since year 2012, when the violation-free inspection percentage was below 40 percent, while the total number of inspections has remained relatively level and even fallen a little, violation-free inspection numbers have grown considerably, by more than 18 percent.

In any of these states, it’s most likely that if you get inspected you’ll walk away with a violation. All of them write more than 1.7 per every individual inspection, with Connecticut at the top of the list with more than 3.

New Mexico’s heavy roadside presence and active inspection program produces one of the highest inspection-intensity rankings nationwide. Violation concentrations are what you would expect from such a targeted approach, with hours of service, speeding and light violations ranking high in its violation mix. However, the state’s inspectors’ reputation for fairness is underscored by its low violations-per-inspection rate and relatively high percentage of clean inspections. Roadside heat waning in Illinois
After a focus on moving violations led to a dramatic climb up Overdrive’s state inspection-intensity rankings in 2014, the Illinois State Police show signs of backing off.

Illinois’ top-10 inspection intensity ranking in 2014 was a relatively new phenomenon for the Land of Lincoln. In 2014 alone, the state climbed 15 places to No. 7. Illinois is clearly a leader in the stats for the high percentage of moving-type violations it marks on inspection reports. That emphasis coincides with the Federal Motor Carrier Safety Administration’s goal in recent years to have states focus on the causes underpinning most at-fault truck accidents, as opposed to maintenance violations that show much less causation. Illinois also is not shy about giving credit where it’s due, with an above-average rate of clean inspections logged. That share has grown since 2011 by about 20 percent.
