Livestock groups ask DOT for hours-of-service waivers
Rather than the standard 14-hour on-duty period & 11-hour drive-time limit, the groups have asked FMCSA to allow them for a 16-hour on-duty period after an off-duty period of 10 consecutive hours and a 15-hour drive-time window within those 16 hours.

Truck drivers hauling heating fuels, including propane, natural gas, and heating oil, and other fuel products, including gasoline, into the affected states providing necessary relief will be exempt from hours of service regulations through Feb. 2, or until the end of the emergency, whichever is less.

Agency officials hinted in December that a notice of proposed rulemaking offering potential revisions to federal hours regs could come as early as March. But the lingering closure of federal agencies will impede FMCSA’s ability to proceed with the rulemaking process, the official said.

FMCSA has canceled a study meant to gauge the safety aspects of allowing truck drivers to split their on- and off-duty time into segments. The agency’s new — and pressing — move to propose changes to hours of service regulations has rendered the study moot, sources said.

The National Mobile Shower and Catering Association is requesting the regulations relief for its member companies’ drivers who are responding under a “Resource Order,” an order issued by a federal agency directing firefighters and supporting personnel to respond to forest fires and similar emergencies.
