Part of drug/alcohol database rule could be delayed; bulk of rule still slated to take effect in January
The proposal would delay the compliance date for states from Jan. 6, 2020. The January 2020 compliance date would still remain in place for all other requirements of the Clearinghouse rule, including the requirement fleets query the database for all new hires, as well as once a year for all existing drivers.

In ATRI survey, drivers report longer, more frequent detention at shippers/receivers
Respondents to the study indicated that more than a quarter of their dwell times within the year leading up to taking the survey lasted two or more hours, with 9.3% of delays lasting six or more hours. Both of these are increases from 2014, according to ATRI’s numbers.

Spot rates, volumes were building as Hurricane Dorian approached the Southeast. The number of van, reefer, and flatbed loads posted from August 26 to Sept. 1 increased 7% compared to the previous week while capacity dipped 2.4% heading into Labor Day weekend. Market to watch: Washington apples.
